Serial and mass murders present significant challenges to law enforcement agents. These crimes are extremely difficult to solve because the murderers typically leave little evidence at the crime scenes, rarely have any prior connection to their victims, and do not have an obvious motive to kill. In addition, serial and mass murderers often stake out their victims for weeks to ensure there will be no witnesses. As a result, serial and mass murderers tend to evade detection longer than most other killers. Therefore, law enforcement agents encounter many challenges when trying to identify and apprehend serial and mass murderers. Criminal profilers, however, can help law enforcement agents address some of these challenges by providing physical, psychological, and even background profiles of serial murderers.

This week’s discussion come directly from our textbook. It is important to remember that you are reading law and as such it is written in a particular way that is very formal. The authors do provide a summary and the questions I ask are not very specific. So focus on the general theme and keep in mind that I want you to demonstrate a general understanding, but this is all open book, because today you can easily use a smart phone to look anything up. No fact is impossible to find. What matters is “Do you understand what it means?”

I will be phasing in questions. They will start on from the general and go to the specific, thus allowing you to demonstrate some of the impressive analytical skills week 2. Please do not be shy with your responses. There is really no “wrong” response. If something is not exactly precise it is an opportunity to elaborate. Finally do look for guides, additional readings and so on in the Materials/Contents section. I will also try to email you everything.

This week is very open-ended. We are making an effort to understand the evolving and fluid nature of the relationship between the national government and the state governments. The authors of our text have divided up the topic into sections:

Users who engage in digital piracy often justify their behavior by remarking that the content stolen only accounts for a small loss, that users are entitled to media content at low/no cost, and that the government is simply prosecuting pirates to make an example out of them. In fact, digital pirates do not consider theft of digital content as shoplifting and do not believe that their theft is similar to theft of real CDs, movies, or software from shops.
