The mandate was enacted following the increased surge of cases propelled by the delta variant of Covid-19, which has proven to be highly contagious (Ostrov, 2021). The California Department of Public Health claims that the delta variant represents an estimated 86% of the reported cases, as of July 21, 2021. This mandate is justified by the increasing need to safeguard healthcare workers, as recent outbreaks of Covid-19 are often are linked to unvaccinated employees. According to Ostrov (2021), California issued the first order in the nation that requires all healthcare workers to undergo Covid-19 vaccinations. However, this mandate allows for rare medical or religious exemptions. This order, issued by Dr. Tomas J. Aragon, California’s public health officer, requires employees of clinics, doctor’s offices, nursing homes, hospitals, and other medical facilities to get at least one dose of the vaccination by September 30th (Ostrov, 2021). In the meantime, the healthcare workers are required to either get vaccinate or undergo mandatory weekly testing, following a previous order issued by the state in the previous week.
